The voter turnout in this district is almost 78%, according to the processed protocols. Yurii Odarchenko (nominated by the AUU Batkivshchyna) wins with 21.6%, less than 1% ahead of Oleksandr Spivakovskyi (nominate by the Petro Poroshenko Block) with 20.9%. Such small difference in voting results caused controversy between candidates and their teams, and a scandal in the district commission.

The major conflict was about voting at special polls in investigation isolator, Khersonska and Pivnichna penal colonies. According to representatives of candidate Yurii Odarchenko, people who stay in investigation isolators are not convicted, but detained and, therefore, cannot vote in the single-member district. However, 300 detained persons received ballots to vote in single-mandate district, and 280 of them voted for Oleksandr Spivakovskyi, nominated by the Petro Poroshenko Block. Yurii Odarchenko claimed that he will appeal to the court.

The same situation occurred in Khersonska penal colony (#61), where Spivakovskyi received 231 votes of 289, and Odarchenko received only 9.

In Pivnichna penal colony #90, 848 voters received ballots, 571 voted for a nominee of the PPB, and 23 for Odarchenko. Four members of PEC in this colony signed a protocol “With dissenting opinion”, in which stated that it was impossible to identify and count voting results.

Yurii Odarchenko and his proxies demanded that the votes in investigation isolator and the colony #90 were re-counted, but the district election commission refused. As a result of this controversy, a fighting started in the premises. The district commission announced a break till 9:00 AM of 28 October, and everybody left.

The meeting is held now, and OPORA's observers watch the situation.
