In many PECs of Odesa, the number of voters in Mayoral voter list is bigger than in voter list for Presidential election. On such polling stations, the voters receive ballots for Mayoral election only, because they are not included in voter lists for the Presidential election.

Such possible violations are:

District #135 (Kyiv district):

- ED #511126 (90 Ak. Koroloiva St.) – the number of voters in voter list for local elections is bigger than for Presidential - 50 apartment of one building are not included in voter lists for Presidential election. The difference in quantity of voters in lists for Mayoral and Presidential elections - 7 persons. There were no such "mistakes" in preliminary voter lists.

- ED #511078 (17A M. Zhukova St.) - as of 1pm, the number of those who voted at polling station by lists for Odesa Mayoral Election - 272 voters; by lists for Presidential Election - 252 voters.

District #136 (Malynovskyi raion):

- #511234 (31 Bolharska St.) - the number of voters in lists for local elections is on 6 persons bigger.

District #137 (Prymorskyi raion):

- #511285 (11 Lermontovskyi Lane) - the number of voters in lists for local elections is on 6 persons bigger.

- #511311 (11 Fontanska doroha) - according to the voter who called at CVU's hotline, 14 apartments are not included in the voters list. The voter who reported the issue was absent in the list for election of Odesa city mayor, but included in the list for Presidential election.

- #511278 (18 Rishelievska St.) - the voter received ballot only for Odesa Mayoral Election. When he asked about the Presidential election, commission members told him to "vote" at another polling station.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action.

Since March, OPORA conducts a wide observation campaign during snap Presidential election, interim Parliamentary elections (district #83), and special local elections. The organization cooperates with 175 long-term observers, who are watching the course of election campaign in all Ukrainian regions. On the Election Day on May 25, 3,000 activists will join them to conduct the parallel vote tabulation, based on statistical sample.
