In Melitopol, Zaporizhzhya oblast, observers from OPORA recorded the violations at PEC #230749.

The voters came to the PEC and noticed that someone has already voted for them. Citizens asked the Head of the precinct election commission to clarify the situation.
After what the Head suggested them to vote using other ballots. It is a clear violation of the Ukrainian legislation on the Presidential elections.
After the voters refused to vote the head of the commission said that their votes will not change anything anyway, because there will be the second round of elections. Thus, as she said, they could just go home. However, the citizens wrote an appeal to the Head of DEC asking to solve this situation.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action. Since March, OPORA conducts a wide observation campaign during snap Presidential election, interim Parliamentary elections (district #83), and special local elections. The organization cooperates with 175 long-term observers, who are watching the course of election campaign in all Ukrainian regions. On the Election Day on May 25, 3,000 activists will join them to conduct the parallel vote tabulation, based on statistical sample.
