During repeated parliamentary elections in 5 single-member majoritarian election districts, observers of Civil Network OPORA conducted parallel vote tabulation. In districts #194 (Cherkasy city), #223 (Kyiv city), and #132 (Pervomaisk city), 100% of polling stations were covered by OPORA's activists. In district #94 (centered in Obukhiv city) – 63%; #197 (centered in Kaniv city) – 71%.

In the first 3 districts, OPORA conducted the parallel tabulation on the basis of actual data, and all the observation results are provided in absolute numbers according to preliminary protocols. Having compared their data with results of the CEC, observers noticed a small deviation, which appeared when some precinct election commissions updated protocols after comments of the CEC. However, such deviation hasn’t influenced the rating of candidates in these 3 districts.

In districts #94 and #197, observers were deployed to polling stations, chosen by the proportional representative sampling. Information on voting results in these precincts is representative, and it's possible to analyze both the course and results of election process on their basis. Observation results in these districts are in percentage, and margin of error is counted to every candidate separately.

Unfortunately, OPORA has to state that the results of vote count in districts #223 (Kyiv city) and #194 (Cherkasy city) cannot be trusted. The election day has only finalized all the violations with the features of a large-scale and systematic bribery, detected by observers and local journalists during the campaign. Besides that, in result of qualitative analysis of violations during the election day, it was noticed that the voters were controlled, and brought to the polling stations in an organized manner, voting secrecy was violated, and ballots were pictured. These facts prove the voter bribery with different forms of control over the voting process. Therefore, the principle of free elections was violated.

Thus, OPORA states that there were no violations during the election day on December 15, which could be interpreted as falsifications. Still, the voter bribery have grossly influenced voting results in 2 of 5 districts, what calls into question the electoral process as a whole.

OPORA deployed 557 short-term observers and 16 mobile groups to 5 single-member districts during the voting day on December 15.
