As of 4:00pm, the CEC has received 134 of 146 protocols of PECs in district #197. Polling stations #711030 and #711033 (a part of Sosnivskyi district of Cherkasy city) haven't brought the election results and the other electoral documentation to the district election commission yet. The other ten precincts must bring specified protocols. The necessity of bringing specified protocols is due to the corrections, errors, or arithmetic mistakes in protocols, which are not allowed in similar forms of strict accountability.

Overall, the atmosphere is temperate and constructive. The Commission is working in coordination. International observers are constantly coming to substitute their colleagues who were on night duty in the DEC. As for representatives of candidates and the party organizations, they were quite restrained waiting till the procedure of receiving protocols comes to an end, because the result for most of them was quite predicted.

At 5:16pm, the PEC #711030 has provided the documentation. The DEC started the consideration of its protocol at 7:35pm. Thus, the DEC didn't have any remarks regarding its content, and the document was given to the system administrator for technical processing.

There is no information about the PEC #711033. All members of the DEC and other attendees are trying to reach the PEC by any possible way. Unfortunately, all their attempts were unsuccessful.

At 7:10pm, the DEC #197 started recalculating the ballot papers of the PEC #710881. Such activities were conducted because ballot papers were unduly packed. According to the commission members, "they didn't know how to do it right." Consequently, members of the DEC decided to recalculate all the electoral documentation after they receive documents of the other PECs.

From time to time, commission members started a controversy on whether to count other marks in the ballot paper than a "cross". They are especially critical to the marks which go beyond special small squares in ballot papers.` In particular, Head of the Commission is convinced, "the Law says that the tick should be inside the square, everything else is beyond the law." However, the Commission majority took a decision to accept 2 ballot papers with marks "For Dotsenko" and "For". The third ballot paper was accidentally found to be in the package of ballots for the candidate Dotsenko, but the voter had put a cross next to the name of another candidate. Thus, the Commission considered it as a technical mistake of the PEC and counted the ballot in accordance to the will of the voter.

To members of the DEC called the meeting "a show booth" and left, because they didn't like the manner of its conduction.

Besides that, there are some polling stations which are to bring their specified protocols.

After the recalculation is finished and specified protocols of the PEC are received, the DEC will draw its final protocol and make a technical break before 8.00am (12/17/2013). After the break, it will deliver the documents to the CEC.
