Lviv office of the Civil Network OPORA is to launch the national campaign for the estimation of Publicity Index of local self-government bodies. Goal of this initiative is to estimate and compare the level of publicity of deputies, city mayors, and executive bodies of city councils in Ukraine on the basis of a specially devised methodology.

OPORA invites regional civic organizations to join this national comparative publicity analysis of local councils. Within local campaigns of civic observation, partner organizations will evaluate the transparency, openness, and accountability of local self-government bodies in their cities. In the first stage, the Publicity Index will be estimated in 10 oblast centers – Donetsk, Ivano-Frankivsk, Luhansk, Odesa, Rivne, Uzhgorod, Kharkiv, Cherkasy, and Chernihiv. Selected regional participants will be trained in the School of civic control and will join the adjustment of monitoring methodology as well as planning and realization of local campaigns.

Organizations will evaluate the transparency, openness, and accountability of local self-government bodies in their cities.

Monitoring results will be published in the yearly Report on publicity of local self-government bodies in Ukraine, which will contain the average assessment rating and detailed summary of the publicity analysis of city councils in oblast centers of Ukraine. We are convinced, that such comparative analysis will foster and popularize the openness of local authorities, particularly will urge them to practice openness in daily activities and stir local communities to activity in order to secure their "right to know". The Publicity Index of local governments in Ukraine will be presented during events on the occasion of the International Day of Access to Public Information, which is celebrated on September 28 in more than 40 countries all over the world.

Requirements to interested partners:

  • to have the experience in monitoring campaigns,
  • to specialize in activities of local self-government bodies,
  • to be politically impartial and declare the absence of conflict of interest with the object of monitoring research,
  • to be officially registered as a civic organization.

The abovementioned requirements are determinant of selection. The organizations which participated in previous projects organized by the Civil Network OPORA will have an advantage in case they conform to criteria.
