The Precinct election commission #510056 in district #142 allowed voters to receive ballots without showing their passports.

It's interesting, that the commission had officially taken the corresponding decision on the eve of the Election Day. The commission justified such decision by the fact that all commission members are personally acquainted with villagers and that a lot of old people leave far from the polling station. Yet, the decision taken by the commission is a gross violation of the Article 2 (4) of the Law of Ukraine On Elections of People's Deputies of Ukraine.

Moreover, it's mentioned in the beginning of meeting minutes that 2 members are absent, but later is written that all 20 members of the commission supported the decision, what is quite surprising.

However, the commission considered such measures to be insufficient and took another decision. According to it, observers were supposed to be at least 2.5 meters away from commission members during the vote counting process.

We should mention that, when transferring ballots, the Head of the DEC #142 Valerii Kachanov personally ordered heads of the PECs to take a decision according to which candidates, their proxies, authorized persons from parties, official observers and mass media representatives shall be 2-4 meters away from the place of the vote counting process, what is a gross violation of the law (according to the Article 34, the vote counting process may be observed from any distance). According to the head of the district commission, it was necessary for securing order at polling stations "in this crucial moment of the election process".
