According to the election results, none of candidates nominated by the Party of Regions in single-member districts of Khmelnytsk oblast was elected to the Verkhovna Rada of Ukraine. It became obvious on Tuesday night, when a candidate from All-Ukrainian Union Svoboda Ihor Sabii was 800 votes ahead from Vitalii Oluiko nominated by the pro-power party in district #189

Sometime before, the CEC published on its site that the deputy of oblast council Ihor Sabii had received two thousand votes less than Vitalii Oluiko. Such information made his supporters and members of headquarters worry, because, according to the number of votes in protocols with wet stamps from polling stations, a candidate which was approved by the United Opposition has received the biggest support and was seven hundred votes ahead of Vitalii Oluiko. Some other candidates who were conducting parallel vote count by protocols have already congratulated opposition candidate with the victory.

Besides that, the DEC has noticed inadequate display of results on the site of the CEC and consulted about nullification of results. However, head of the DEC Liudmyla Lukianchuk explained: "Nullification of results in the system "2012 Elections" is technically impossible. If someone of the subjects of the election process is unsatisfied with the voting results they may file a complaint and members of the DEC will re-count the corresponding protocols."

Moreover, observers have noticed that a number of votes were taken from competitors of Vitalii Oluiko and put in his favour when the data of precinct polling stations was inserted to the CEC server.

Svoboda members suspected that the commission was falsifying results and deliberately delayed processing of data from 293 polling stations (the speed of submitting protocols in Krasyliv was actually the lowest among single-member district), and they have gathered hundreds of supporters, mass media and NGO representatives in front of the DEC. Eyewitnesses said, that rally on the square and tense efforts of precinct commissions' members, which were sleepless two-three days, endangered the work of district election commission.

"The situation in Krasyliv may be explained by human factor, – said a public man Ruslan Bilyk during the meeting of oblast press-club on Wednesday. – Forms of protocols were too complicated for unprepared members of the PEC, which incorrectly filled them. As a result – exhausted members of district commission made errors, what resulted in errors made by technical employees which inserted data on the CEC server. Moreover, after representatives of one party organized promotion campaign inside the DEC and on the square, and people from polling stations are freezing on street with ballots and protocols – the work can't be done perfectly."

Finally, after protocols from Netishyn city were processed, Ihor Sabii changed his position from losing to winning, and left his competitor nine hundred votes behind. It's the approximate difference, taken from protocols with wet stamps.

However, Oleksandr Simchyshyn, chairman of Svoboda headquarter in Khmelnytsk oblast, says that despite Ihor Sabii was congratulated by members of the DEC #189 with his victory, it's too early to celebrate it. "We can't finally register everything, - he informed by phone OPORA's representative. – The system administrator suddenly disappeared. Than we have finally found him in the hospital. The head of district commission is being questioned by SBU about falsified data given to the CEC."

We should mention that the candidate from All-Ukrainian Union Svoboda was especially resisted by the power and technical candidates during the election campaign. Leaflets with Nazi symbols which slandered the candidate were stuck everywhere. In particular, by people which were noticed in a bus in Bilohiria, removed from his route in oblast center. The police didn't take any measures after nationalists informed them about this and other incidents.

"The power is aware of the fact that people will vote for the opposition candidate, - said Ihor Sabii one and a half months ago. - Pro-power candidates are not able to show fair and open competition, and will use dirty tactics."
