Problems with the membership of PEC in district #165, Zboriv city, is still unsolved. In some cases it's about a conscious sabotage of commissions' work, what results in multiple substitutions

The DEC is still receiving from members of the PEC requests for termination of their authorities. Among main reasons are facts that commission members didn't agree to work in the PEC, are not affiliated in those parties and are not willing to work in the station. The DEC also received 4 appeals from the Berezhany rayon Prosecutor's Office about false statements concerning the work in the PEC.

Among other similar violations - statements from members of the PEC, and even those holding administrative positions, concerning the fact that they are state officials and are not allowed to work in commissions. Another essential problem in some polling stations is the absence of Heads of PECs, what is not favorable to the best execution of duties. For example, the position of Head of the commission in district #610495 (Kozova city) is still vacant. As was said on the meeting of the DEC, "they search a communist for the position of the Head all over Kozova city and can't find".

There is a bright example on polling station #610450 in Blikh village, Zboriv rayon. The newly-appointed Head of the PEC took a leave from his job and started working, but on the second day he was substituted by the same party which nominated him. Moreover, he was substituted by a person which is not willing to work in the PEC and didn't write any statement to receive this position.

The other method used, is untimely notification of election commission members about the dates of meetings what results in their exclusion for "intentional" non-appearance.

Having considered resolutions on early termination of the PEC membership in the election district #165, we may see that the majority of substitutions is made by the following subjects: Ukrainian Patriotic party, Ukrainian Marine party, the Green party, People's Ecology party, Socialistic Ukraine party, Union Party, Russian Unity, Party of Pensioners of Ukraine, Solidarity of Ukrainian Women, People's Initiative, the Party of Hungarians of Ukraine, Ukrainian Agrarian Party.
