Three and a half thousand pairs of glasses were purchased by the headquarters of the candidate Vasyl Shpak (a serving people's deputy of Ukraine, the People's Party) to distribute them among the voters in the district No.191 with the centre in Starokostiantyniv. Currently they are actively distributed during meetings with the candidate. The observer of the Civil Network OPORA attended one of them.

Around fifty villagers came to the meeting with the candidate to the Community Centre in the village of Paplyntsi of Starokostiantyniv Raion — mainly senior citizens having vision problems. People were called to the meeting by invitation with the handwritten "glasses will be distributed".  The very same day, on Sunday 9 September, meetings with the distribution of glasses took place in the villages of Hrechana and Adampil in Starokostiantyniv Raion.

As the candidate's trustee Volodymyr Tsymbalistyi said, the need of glasses had been studied by an ophthalmologist who had diagnosed the residents of villages of mainly Stara Syniava and Starokostiantyniv Raions. Accordingly, 3.5 thousand of glasses of 2.5, 3.5, and 4.5 dioptres were purchased. Although the optics is distributed down the lists of who needs what, distribution often causes excitement. However, there is information that people sometimes refuse to take such a present for seeing the act of the benefactor as him wanting people to see things as he does. However, this omen is discussed in the headquarters of Vasyl Shpak's competitors.

When reporting to the voters of his nine-year work in the Parliament, Vasyl Shpak mentioned dozens of bills he introduced to improve social services in villages and conditions of work of agricultural products manufacturers. He earnestly spoke of his capacity to solve current problems of villagers. 'Only please don't ask me for money now since it is election campaigning, and any funding on my part, according to the law, will be interpreted as bribery of voters', Vasyl Fedorovych Shpak notes. 'Don't sell yourself for macaroni which the candidate of communists gives; don't be tempted by branded T-shirts and cups from another opponent of mine. Because Verkhovna Rada needs professionals who could create laws to solve your problems.'

The deputy and candidate considers such a professional himself. Paplyntsi Village Head Yurii Skakun, for example, also echoes him. 'We thank Vasyl Fedorovych for helping our school. Thanks to him, indoor toilets were built in it, study equipment was purchased, and summer activities for children were organised.’ The candidate's assistant also reminded that Vasyl Sphpak had taken care of providing accident insurance for two and a half thousand of children for the summer period.
