OPORA observers found discrepancies between the data of the protocol on voting results and the data in the minutes No.12 of the meeting of the Kholodnohirsky district in Kharkiv territorial election commission at the polling stations 631376, 631377, 631378, 631381, 631382, 631383, 631384, 631385, 631386, 631388, 631389, 631391, 631392, 631393, 631395, 631396, 631397, 631398, 631399, 631400, 631401, 631402, 631403, 631404, 631405, 631406, 631407, 631408, 631409, 631700. Therefore, it is the third city district in Kharkiv where discrepancies in protocols have been revealed at polling stations.

Thus, in the data of 30 out of 40 polling stations of the territorial constituency, the number of votes for the candidate Ihor Terekhov in protocols on the voting results turned out to be higher than the number entered in the minutes of the TEC meeting that OPORA observers received. The number of votes for other candidates decreased proportionally.

Accordingly, the following PECs showed the discrepancies in the vote count:

  • 631381 – 11 votes;
  • 631382 – 8 votes;
  • 631383 – 17 votes;
  • 631384 – 7 votes;

  • 631389 – 5 votes;
  • 631391 – 10 votes;
  • 631392 – 14 votes;
  • 631393 – 9 votes;
  • 631395 – 4 votes;
  • 631396 – 5 votes;
  • 631397 – 2 votes;
  • 631398 – 1 vote;
  • 631399 – 7 votes;
  • 631400 – 7 votes;
  • 631401 – 2 votes;
  • 631402 – 5 votes;
  • 631403 – 9 votes;
  • 631404 – 26 votes;
  • 631405 – 23 votes; 
  • 631406 – 8 votes;
  • 631407 – 9 votes; 
  • 631408 – 8 votes;
  • 631409 – 7 votes;

The general divergence in the number of votes in the Kholodnohirsky city district in Kharkiv of the territorial election commission of the Kharkiv Oblast is 248 votes in favor of Terekhov.

In addition OPORA observers were directly present and received copies of the vote count protocols from the following polling stations, where discrepancies were found: 631376, 631378, 631382, 631383, 631386, 631389, 631392, 631398, 631401, 631403, 631405, 631408 (total – 12 polling stations). It should be noted that at the PEC meeting in PS 631376, 631378, 631382, 631383, 631386, 631389, 631392, 631398, 631401, 631403, 631405, 631408 no vote count protocols marked “Updated” were made. Accordingly, no updated information was added to the protocols. As to all the data from copies of vote count protocols received at the polling station by our observers correspond to the data listed in the protocol No.12 of the meeting of Kholodnohirsky city district in Kharkiv territorial election commission, which was provided to the OPORA observer who monitored the Kholodnohirsky election commission.

These facts may contain elements of a crime set in part 2 of Article 158-3 of the Criminal Code of Ukraine, for forgery or illegal production of election documents, referendum documents, use or storage of illegally produced or forged election documents, referendum documents, as well as inclusion in election documents or referendum documents of the knowingly inaccurate information.

According to these facts, OPORA plans to file a complaint with the police.

Formerly, OPORA discovered falsified vote count protocols at nine polling stations in the Novobavarsky district of the city of Kharkiv, and also recorded the fact of falsification of a vote count protocol at the polling station No.631675, which is located on Ave. Lymansky 1 in the Osnovyansky district of Kharkiv.

Following these facts, a statement has already been filed with the police. The data about the report have been registered in the information and telecommunication system “Information portal of the National Police of Ukraine” (in a unified record journal) of the Main Directorate of the National Police in Kharkiv region for under entry No.1220.
