On Sunday, December 24, local councilors and city heads are elected in 51 united territorial communities in Ukraine today.

The elections are held in 17 Ukrainian oblasts. In particular, in 1 UTC in Vinnytsia oblast oblast, Volyn oblast – 1; Dnipropetrovsk oblast – 1; Zaporizhia oblast – 2; Ivano-Frankivsk oblast – 3; Kyiv oblast – 3; Lviv oblast – 2; Mykolaiv oblast – 7; Odesa oblast – 2; Poltava oblast – 7; Rivne oblast – 1; Sumy oblast – 1; Kherson oblast – 2; Khmelnytsk oblast – 6; Cherkasy oblast – 2; Chernivtsi oblast – 4; Chernihiv oblast – 4.

51 UTCs are city communities, 30 – village and 16 – settlement. There are 256 city councils in UTCs (7 city councils, 19 settlement councils, and 230 village councils).

Election to local councils is held under the proportional representation electoral system, with candidates from local party cells, nominated in the certain territorial election districts. Members of village and settlement councils are elected under the majoritarian system of relative majority in single-member districts. Election of city, village and settlement heads are held under one-round system, because none of the cities has more than 90 thousand voters.

According to the preliminary calculations, over 356,500 voters will have a change to participate in the election.

OPORA's observers are providing an independent non-partisan observation of the first local elections in united territorial communities on 24 December 2017, except for electoral processes in Kyiv and Khmelnytsk oblasts.

It should be mentioned that preparatory meetings of precinct election commissions are scheduled for 7:15 AM. The voting is to be held from 8:00 AM to 8:00 PM.
