On 25 May, OPORA has organized the parallel vote tabulation, based on representative and statistically-based sample, during Kyiv City Council Elections. The observation covered 500 polling stations, and the margin of error doesn't exceed 3.4%.

OPORA's observers were accredited and specially trained. They were analyzing the election process from 7:15am and till the vote tabulation at polling stations ended. Every of them sent 11 reports to OPORA's call-center, which concerned:

  • arrival at polling station;
  • conduction of morning meeting,
  • voter turnout (as of 12:00, 16:00, and 20:00, or when the voting ended),
  • violations during the voting and vote tabulation,
  • election results,

Parallel vote tabulation based on statistical sample is not a poll. It's a record of preliminary official data taken from protocols, which contain voting results from 500 precinct election commissions during Kyiv City Council Elections.

PVT is conducted independently by the Civil Network OPRA, in order to receive unbiased information about the accuracy of official results of voting, no matter who wins.

On the basis of reports from 500 PVT observers, OPORA presents the results of elections to Kyiv City Council, determined by the parallel vote tabulation with the maximum margin of error 3.4%.
