On 13 June, the third meeting of Chernivtsi City Territorial Election Commission (CTEC) was held, during which the approval of Oleksandr Madei as the Member of Chernivtsi City Council was considered one more time. In result of the meeting, the CTEC recognized Mr. Madei was elected and registered him as the councilor in correspondence with the Law on Local Elections.

We remind that this issue was firstly raised by the CTEC on 5 June, but the decision wasn't taken. The Commission considered an issue of early termination of Vitalii Mykhailishyn's mandate, who won Oleksandr Madei by lists of the Party of Regions on the elections to Chernivtsi City Council in 2010. The Commission had also raised this issue on 10 June for the second time.

Yet on the meeting of the CTEC, which was urgently held, the Commission Head Henrieta Baranova admitted that it wouldn't be legal to recognize the registration of Oleksandr Madei on the basis of the decision taken on 10 June (what was emphasized by the OPORA). According to the meeting minutes, 11 members of the Commission were present on 13 June. Thus, 8 of them, what is the majority of commission membership) voted for approval of Oleksandr Madei as elected Member of Chernivtsi City Council, and his registration (text of the resolution). Thus, despite from the third attempt, Oleksandr Madei became the Member of Chernivtsi City Council.

Oleksandr Madei informed OPORA's activist that he had submitted a complaint to the Central Election Commission yet on 13 June in the morning, demanding to dissolve the CTEC due to, according to the councilor, systematic violations of electoral legislation and his electoral rights. The CEC has confirmed that the complaint was received and informed OPORA that it was registered and is to be considered soon.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action.
