UAH 157,388,786 was spent on Members of the Verkhovna Rada of Ukraine of the 9th convocation from August 29, 2019 to March 31, 2020. Most of the money was paid to MPs as a salary and remuneration for the rent expenses. This is one of the results of OPORA's analysis of expenses on MPs for the first 7 months of their work.

According to the answer of the Apparatus of the Verkhovna Rada to our official information request, the main item of expenditure was the salary, which amounted UAH 117,804,770.29.

We would like to note, that the salary of an MP consists of a base salary and allowances in the amount set for members of the Cabinet of Ministers. MPs receive a surcharge for labor intensity, seniority, academic degree and academic title.

At the same time, salary amount of an MP depends on his/her attendance at plenary sessions of the Parliament and meetings of a parliamentary committee. According to the current legislation, if an MP misses without a solid reason over 30% of votes at the Parliament at plenary sessions or over 50% of meetings at his/her parliamentary committee over a calendar month, the Speaker of Parliament signs an order, based on a decision of the Committee on Rules of Parliamentary Procedure, not to remunerate expenses for parliamentary work of this MP for the corresponding calendar month.

 The following parliamentarians received the highest salary for the period from August 29, 2019 to March 31, 2020: the First Deputy Speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk (non-faction) - UAH 393,687.58, MP Yevhen Petruniak (Servant of the People faction) - UAH 367,854.8, and MP Mykhailo Makarenko (Opposition Platform - for Life faction) - UAH 355,450.96.

The follolowest amount was received by: Anna Skorokhod (non-faction) - UAH 155,509.52, Liubov Shpak (Servant of the People faction) - UAH 186,499.59, Stepan Ivakhiv (For the Future group of MPs) - UAH 199,146.50 , Yurii Solod (faction of the Opposition Platform - for Life  Political Party) - UAH 217,240.12, Dmytro Shentsev (non-faction) - UAH 218,235.28, Maksym Yefimov (Dovira Group of MPs) - UAH 220,885.48 and Ihor Abramovych (faction of the Opposition Platform - for Life Political Party) - 221,601.92.

Besides that, the lowest salary over the period subject to analysis was received by a number of MPs, which had resigned early or received the mandate later than the cadence of the Parliament of IX convocation had started.

  • Iryna Lutsenko (MP from August 29, 2019 to November 12, 2019),
  • Oleksii Kucher (MP from August 29, 2019 to December 3, 2019),
  • Olexander Kubrakov (MP from August 29, 2019 to November 2019),
  • Iryna Venediktova (MP from August 29, 2019 to January 14, 2020),
  • Volodymyr Viatrovych (MP since December 3, 2019),
  • Serhii Rudyk (MP since November 12, 2019),
  • Serhii Mandzii (MP since December 6, 2019),
  • Olexandr Sanchenko (MP since January 17, 2020).

The next largest expenditure item is compensation for rent, which amounts UAH 19,194,504.67.

According to the legislation, reimbursement for rent or hotel room is provided for MPs, who doesn't have any housing in Kyiv and who are registered by address farther than 30 km from Kyiv.

We should mention that such compensation is used by a minority of MPs. The rental costs vary greatly from UAH 14,340 to UAH 140,400. The following MPs received the lowest compensations: Volodymyr Kabachenko (Batkivshchyna faction) - UAH 14,340, Oleksandr Pasichnyi (Servant of the People faction) - UAH 18,850, Dmytro Pryputen (Servant of the People faction) - UAH 21,450, Serhii Kuzminykh (Servant of the People faction) - UAH 22,750, Ihor Kolykhaiev (For the Future Group of MPs) - UAH 41,600.

The largest compensations amounting UAH 140,400 were received by: Taras Batenko (For the Future Group of MPs), Halyna Vasylchenko (Holos faction), Volodymyr Voronov (Servant of the People faction), Mykhailo Zabrodskyi (European Solidarity faction), Yana Zinkevych (European Solidarity faction), Yurii Kamelchuk (Servant of the People faction), Kostiantyn Kasai (Servant of the People faction), Viktoriia Kinzburska (Servant of the People faction), Oleksandr Kunytskyi (Servant of the People faction), Mykhailo Laba (Servant of the People faction), Roman Lozynskyi (Holos faction), Dmytro Liubota (Servant of the People faction) Serhii Mahera (non-faction), Oleh Marusiak (Servant of the People faction), Yurii Mysiahin (Servant of the People faction), Vladyslav Poliak (non-faction), Oleksandr Ponomariov (Opposition Platform - For Life faction), Orest Salamakha (Servant of the People faction), Mykola Skoryk (Opposition Platform - for Life faction) and Valerii Sterniichuk (Servant of the People faction).

Compensations for travel expenses of MPs amounted UAH 17,288,626.95. Most of MPs took this opportunity to reimburse their expenses. The amount of compensation varied from UAH 15,000 to UAH 53,225.80.

The MPs were also compensated for transportation in Kyiv, in the total amount of UAH 2,876,938.00. The following MPs spent the most in this item: Yana Zinkevych (European Solidarity faction) - UAH 205,212, Volodymyr Kreidenko (Servant of the People faction) - UAH 68,957 and Sviatoslav Yurash (Servant of the People faction) - UAH 66,375; the least: - Yurii Pavlenko (Opposition Platform - for Life faction) - UAH 120, Larysa Bilozir (For the Future parliamentary group) - UAH 146, Olha Koval (Servant of the People faction) - UAH 146 and Liudmyla Buimister (Servant of the People faction) - UAH 147.

 

UAH 214,521.31 was allocated for the reimbursement for travel expenses of assistants MPs, and less than 90 parliamentarians used such compensation. Mykola Velychkovych (European Solidarity faction) received the largest amount of compensation - UAH 5,263.07, as well as Oleksandr Haidu (Servant of the People faction) - UAH 5,151 and Halyna Vasylchenko (Holos faction) - UAH 4,974.21.

The least "popular" expenditure item is office maintenance - only UAH 9,424.7. Only 10 MPs reimbursed the costs for maintenance of their receptions over the period of analysis.
