The strategic goal of the Russian Federation is the depopulation of Ukrainian territories — research
Massive shelling of the energy infrastructure prompted Ukrainians to migrate abroad. Indeed, the number of departures from Ukrainian territory in November 2022 increased by 17% compared to October; in December, it rose by 39% overall. These findings are evidenced by the results of a study conducted by the Civil Network OPORA, the International Centre for Ukrainian Victory, and the telecommunications company “Vodafone Ukraine”, which provided the data for the calculations.

“Putin’s elections”: how the Kremlin organizes a high turnout of “voters” in the temporarily occupied Ukrainian territories
On March 15-17, presidential “elections” are held in Russia. “Balloting” has been going on for three weeks in the occupied territories of Ukraine. The current “election campaign” in the TOT (temporarily occupied territories) is accompanied by the mobilization of the local population and the creation of a propaganda image of the people’s love for Putin. The key task of the Kremlin is a high turnout, which should prove high confidence not only in Putin, but also in Russia in general. So, the regime stretched the “balloting” over time and is conducting a large-scale campaign to “encourage” Ukrainians using coercion and intimidation. For example, special “mobile groups” visit every house, which makes it almost impossible to avoid participating in the “balloting” for locals who previously could simply not go to the polling station and thus express their protest against the occupation.

OPORA calls not to recognize the results of “elections of the President of Russia” and the powers of the self-proclaimed head of state
In order not to discredit the institution of democratic elections in the eyes of the entire civilized world, Civil Network OPORA calls on the President, the Verkhovna Rada, the Cabinet of Ministers of Ukraine, foreign countries and their election administration bodies, as well as international organizations, international election observation missions not to recognize the results of the non-democratic “elections of the President of Russia”, not to recognize the powers of the self-proclaimed head of state, not to participate in the observation and not to facilitate the opening of foreign polling stations.

International Criminal Court received the findings of OPORA’s and ICUV’s joint study on forced migration of Ukrainians caused by Russian shelling attacks
Civil Network OPORA jointly with International Center for Ukrainian Victory and mobile operator “Vodafone Ukraine” conducted a research study on “How the migration of Ukraine’s population was affected by Russian shelling attacks in October 2022 – January 2023”, the results of which were submitted to the International Criminal Court via the Prosecutor General’s office of Ukraine. The research findings offer illuminating insights into the scope and impact of Russian aggression on the territory of Ukraine.

In London, on the eve of the second anniversary of Russia’s full-scale invasion, a Ukrainian non-governmental delegation worked on tasks related to enlightening partners and activating support for the investigation of war crimes and justice for senior Russian officials. The Civil Network OPORA, the charitable foundation “Voices of Children,” and the International Centre of Ukrainian Victory organized a series of hearings and events in the British Parliament and the Ukrainian Institute London for various audiences. They also participated in bilateral meetings with government officials and parliamentarians, urging them to support the #MakeRussiaPay campaign for the confiscation of frozen Russian assets.

Research: How Migration Was Affected By Russia’s targeted Shelling Of Ukraine In October 2022 – January 2023
The Russian army spared no resources — from October 1, 2022, to January 31, 2023, more than 700 missiles of various types and more than 400 Shahed 131/136 drones were fired at Ukraine, which caused serious damage to the electric power system. These attacks became one of the reasons for the mass and often permanent migration of Ukrainians abroad in the fall and winter of 2022-2023 and for significant population movement within the country.

Locked in Pushkin’s Grip: Culture Policy of Russians In the Temporarily Occupied Territories Of Ukraine Table of contents
Since 2014, Ukrainian researchers, public activists and scholars have usually avoided any detailed analysis of actions taken by the Russian Federation targeting the destruction of Ukrainian identity in the temporarily occupied territories of Ukraine. However, today, when about 20% of Ukraine’s territory is under the occupation, and Russia launches large scale de-Ukrainization in all seized territories, we cannot stand aside. The simplest step to take would be to document the episodes occurring in the TOTs, and outline RF’s approach to destroying all things Ukrainian. This report is the first attempt to provide the most detailed overview possible for the cultural policy of the occupying government in the so-called LPR and DPR. Moreover, we intend to describe the “Crimean scenario” of cultural occupation which is currently under way in the seized parts of Kherson and Zaporizhzhia Oblasts.
