According to the information collected by observers of Civil Network OPORA at polling stations that were selected using a nationally representative sampling, the voter turnout as of 4:00 PM is 49.8% (margin of error 0.6%). To compare, the voter turnout at 4:00 PM on 2014 presidential election was 45%.

The voting process is free from irregularities and explicit evidence of systematic violations of electoral legislation. The most typical violation, detected by OPORA's observers from 12:00 PM to 4:00 PM was issuance of a ballot paper without passport verification. Such incidents were reported at 7.4% of polls. The percentage of such violations detected by OPORA during the same time span on 2014 presidential election was a little smaller – 5.9%.

The percentage of voters who took pictures of their ballots inside or outside of a polling booth has also increased from 1 % of PECs in 2010 to 2% in 2019. Thanks to OPORA's observers who have promptly responded to such incidents, violations were prevented in most of the cases. Another statistically significant type of violation, detected by OPORA at 4% of PECs, was disclosure of how a person voted by showing a marked ballot at a polling place.

There were no other significant electoral violations in scale or consequences from 12:00 PM to 4:00 PM. In particular, observers haven't noticed any repeated attempts of ballot-box stuffing or voters facing restrictions on the right to vote at an election precinct.
