Civil Network OPORA continues observing the voting process at a nationally representative number of election commissions. From 12:00 to 4:00 PM, PECs provided adequate conditions for the vote, but some violations remained a challenge.

 

Civil Network OPORA continues observing the voting process at a nationally representative number of election commissions. From 12:00 to 4:00 PM, PECs provided adequate conditions for the vote, but some violations remained a challenge.

According to OPORA, observers reported attempts to illegally issue or receive ballots 4.52% of polling stations, while 95.48% of PECs did not have such incidents. Violation of the procedure for issuing ballots is a typical problem in Ukrainian elections. It should be addressed by bringing violators to justice and raising awareness of voters and commission members.

 

Attempts to demonstrate marked ballots by the voters were recorded by observers at 2.58% of polling stations, and had features of violation of the voting secrecy. No such incidents were detected at 97.42% of PECs.

In less than 1% of polling stations, voters tried to take picture of a ballot paper (0.48% of PECs). Some attempts to take a picture of ballot papers may be related to voter bribery technologies in which organizers demand to provide evidence of illegal voting.

Observers noted that 13% of polling stations had minor violations, while less than 1% of PECs committed significant violations of the election law.

OPORA calls on PECs to ensure strict implementation of the law at the final stage of the election process.

OPORA has deployed observers to 625 polling stations, located evenly throughout the country. Before the observation, OPORA held 2 rounds of trainings and special Election Day simulations, involving possible situations and incidents. The observers are deployed based on random stratified sampling. The maximum margin of error for this report is below 2.71%. OPORA's statistically based observation is an independent activity, realized exclusively by OPORA, aimed to provide Independent information on the course of election.
