As it's already known, the voting is conducted only in 2 of 12 election districts (ED) in Luhansk oblast. Polling stations are opened only in ED #114 and #115.

The Deputy Head of District election commission #114 Rybalkin Dmytro has reported to OPORA's observers: "Our district includes Bilovodskyi, Markivskyi, Milovskyi, Novopskovskyi, Slovianoserbskyi, and Stanychno-Luhanskyi raions. As of 12am, no polling stations have opened in Slovianoserbskyi (53 polling stations) and Stanychno-Luhanskyi (44 polling stations) raions. Besides that, 3 polling stations in Novopskovskyi raion of Luhansk oblast (#286, 296, and 297) and 1 polling station in Bilovodskyi raion (#040). 

However, there's still a chance that 4 polling stations in Novopskovskyi and Bilovodskyi raions will be opened. The main reason why polling stations haven't opened in Slovianoserbskyi and Stanychno-Luhanskyi raion is that the safety of commission members and voters can't be secured. The quorum wasn't secured in four polling stations in Novopskovskyi and Bilovodskyi raions.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action. Since March, OPORA conducts a wide observation campaign during snap Presidential election, interim Parliamentary elections (district #83), and special local elections. The organization cooperates with 175 long-term observers, who are watching the course of election campaign in all Ukrainian regions. On the Election Day on May 25, 3,000 activists will join them to conduct the parallel vote tabulation, based on statistical sample.
