The Central Election Commission recommended territorial election commissions, which administer local elections in Vinnytsia, Donetsk, Zaporizhia, Luhansk, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson and Chernihiv oblasts to guarantee a mandatory requirement of the Law of Ukraine on Legal Regime under Martial Law and stop organization and conduct of the first, additional and by-elections.

The CEC passed this resolution on 30 November meeting.

It has also recommended to guarantee the transference of all electoral documentation from precinct election commissions to territorial election commissions, return ballot boxes to local authorities, and seals and stamps “Removed” to raion commissions.

Besides that, TECs should return monetary pledge to candidates and pay for goods and services, and fees to commission members and specialists.

According to the resolution, the authority of precinct election commissions must be terminated on December 2. At the same time, territorial election commissions will be functioning until new commissions are formed.

The CEC has also appealed to the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine concerning an urgent legislative regulation of the issues, which emerged as a result of the prohibition of holding elections to local self-government bodies due to the martial law.
