OPORA civic observers managed to find witnesses, who saw the unidentified persons posting such materials. They told that young people 18-24 years old have posted fly-sheets in the city of Rubizhne and refused to tell who they were and why they were doing that.

It is noteworthy that that was not the first voter-addressed threat from the LPR. On 25 October 2014 the Head of the Supreme Council of the LPR Oleksandr Koriakin in his address to the inhabitants of Luhansk oblast called for ignoring the parliamentary election in Ukraine and threatened those who would work as election commission members with execution by shooting.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action. Starting from September 2014, Civil Network OPORA conducts a large-scale observation of special parliamentary elections in Ukraine.
