The election process has started in 147 united territorial communities on 3 November. The first elections will be held in 123 communities, and by-elections – in 24. The elections are scheduled for 23 December.

The Central Election Commission appointed the first local elections almost in all oblasts of Ukraine. Thus, the elections will be held in 22 oblasts: Vinnytsia oblast –3, Volyn oblast – 9 ; Dnipropetrovsk oblast – 1; Zhytomyr oblast – 6; Zaporizhia oblast – 8; Ivano-Frankivsk oblast – 4; Kyiv oblast – 4; Kirovohrad oblast – 4; Luhansk oblast – 8; Lviv oblast – 5; Mykolaiv oblast – 12; Odesa oblast – 3; Poltava oblast – 3; Rivne oblast – 3; Sumy oblast – 4; Ternopil oblast – 4; Kherson oblast – 2; Khmelnytsk oblast – 3; Cherkasy oblast – 27; Chernivtsi oblast – 4; Chernihiv oblast – 5. Thus, there will be elected members of village, settlement and city councils and the corresponding village, settlement and city heads in 15 city, 21 settlement, and 87 village united territorial communities.

According to the preliminary calculations, announced by press-service of the CEC, over 685 thousand voters will be able to participate in the first elections in UTCs in December. The total amount of budget subventions, allocated for organization of these elections reached 31 million 500 thousand UAH.

Besides that, there will be organized by-elections in Volyn, Dnipropetrovsk, Zaporizhia, Ivano-Frankivsk, Kirovohrad, Sumy, Ternopil, Kharkiv, Chernivtsi, and Chernihiv oblasts. There was 3 million 277 thousand 300 UAH subventions allocated on organization of by-elections in these 24 UTCs.  However, the number may slightly decrease after 1 November meeting of the CEC, where the Resolution on appointment of elections was amended, changing the number of communities participating in election.

In should be mentioned that there were 707 first elections in UTCs were appointed from autumn 2015 to spring 2018. The total number of conducted first elections in UTCs will increase to 830 after these 23 December elections.

We would like to remind that on 12 October, the Central Election Commission appointed elections in 151 UTCs – the first elections in 125 communities and by-elections in 26 communities. On 25 October meeting, the CEC divided state subventions for organization of these elections. However, it has amended its resolution on 1 November, and canceled the first elections in two UTCs in Zhytomyr and Donetsk oblasts, and by-elections in two UTCs in Vinnytsia and Donetsk oblasts. The resolution was supported by 11 members of the CEC, 4 had restrained and one had voted against.
