If the person is the university student and receives the certain university degree for the state budget costs, does s/he have a possibility to file the application to the admission contest for studying in another university (or on the other program in the same university) for the state budget costs?

No, it’s impossible. According to p. 1.4 of the University Admission Terms (adopted by the Decree of the Ministry of education and science of Ukraine from 19.10.2010 # 961), the citizens of Ukraine can receive higher education in the state and communal educational institutions if at the time of the admission contest they haven’t received (are not receiving) the educational degree for the state budget costs. So, if the person is already a student of the certain university and is receiving the degree for the state budget costs, s/he can not file the application for another admission contest to study for state budget costs. If the person was dismissed from the university, it is possible to apply for the admission in 2011.

Is it possible for the student to study on the stationary form for the state budget costs and on the distant one – for the costs of the private persons and legal entities? Where in such case should the originals of the documents be kept?

Yes, it is possible. According to p. 17.2 of the University Admission terms (adopted by the Decree of the Ministry of education and science of Ukraine on 19.10.2010 # 961), if the graduate applies for studying on two different education programs (in one or two universities on two different forms of studying), the originals of the education certificate and the original of the UCEQE certificate are kept in the university where the person gets the education for the costs of state budget (or for the state subsidized loan) during all the time of education. The graduate files copies of the education certificate, the UCEQE certificate and the medical certificate are kept in the university where s/he is studying for the costs of private persons or legal entities. The above-mentioned copies of the documents are kept in the university during all the time of education along with the original of the certificate issued by the university where the originals of the documents are kept.

Is it necessary to notarize the copies of the documents filed to the admission board?

No, it is not. All the copies of the documents are checked with the originals and notarized by the members of admission board of the university where the graduate files the documents. The graduate can notarize them himself, but while filing the notarized copies it is still necessary to file the originals as well. Any demand of the admission board considering the filing of the obligatory notarized copies is unlawful.

According to p. 17.2 of the University Admission terms (adopted by the Decree of the Ministry of education and science of Ukraine on 19.10.2010 # 961), the graduate adds the following documents to his application:

  1. the state document about the previously received educational degree that is the base for the admission, and the appendix; originals or copies;
  2. the UCEQE certificate (for the graduates with the secondary education): originals or copies; 
  3. the 086-o medical certificate; originals or copies;
  4. Six colored photos 3x4 cm.

Besides, it is obligatory to file the Ukrainian passport (the international passport, the military ID or the military service registration certificate, the birth certificate for the graduates who are under 16 years old, or another ID card and the card of citizenship). In case of any benefits for admission, the graduate should file the necessary documents proving the benefits required by the law.

It is also worth paying attention to the fact that there is no information card issued by UCEQE with the testing results which is the supplement to the certificate among the required documents for the admission. So, if the graduate has no possibility to make a photo and to print the information card from the personal page because of the technical problems, s/he can file the documents without this card.

When will the number of the places funded by the state budget in the universities be estimated for each specialization? Where, and in what way will this information be released?

According to p. 2.3 of the University Admission terms (adopted by the Decree of the Ministry of education and science of Ukraine on 19.10.2010 # 961),the university has to give the possibility for the graduates to be familiar with:

  • training and education activity license; 
  • certificates validating the accreditation of the certain specialization;
  • admission rules;
  • information about the licensed quantity of the admission;
  • the number of state budget places in each specialization and educational degree, including the number of places for the admission out of competition and the target reception places.

This information should be declared on the information boards of the admission board and on the official website of the university not later than the second working day after getting the information.

The information about the licensed number and the number of state budget places on each specialization and the educational degree, including the information about the number of places for the admission out of competition and the target reception places should also be displayed in the “Contest” information system.

But the quantity of the state budget places is usually demonstrated after the beginning of the admission campaign that is connected with the unveiling and division between the universities. In 2010 this information was provided to the graduates in 2 weeks after the reception of the documents began. In 2011 the approximate date of the unveiling – after July, 14.

If the graduate was recommended for the admission into one of the universities on August, 1st (the first stage of the lists publishing) and he has already filed the originals of the documents there, and on August, 6th (the second stage) – to another, more wished university, then does he have a right to withdraw the originals from the previous university?

Yes, the graduate has a right to withdraw the documents. The article 4 of the Law of Ukraine “About the Higher Education” guarantees everyone the right for free choice of the university, the way of getting higher education and the specialization. This norm is based on the article 23 of the Constitution of Ukraine which guarantees the right of the man for the free personal development, and the part 3 of the article 53 of the Constitution of Ukraine proclaiming the right for education. In addition, this right is affirmed in the decision of the Constitutional Court of Ukraine from 04.03.2004 # 5-рп/2004. Thus, any objections of the university authorities about the returning of the document originals are unlawful and can be appealed in different ways: from the written note to the dean of the university, the students’ self-government bodies, mass media or even to the law-securing institutions or the court.

Is it a lawful demand of the admission board to file the separate documents’ pack to each out of three specializations?

Yes. According to p. 17.2 of the University Admission terms (adopted by the Decree of the Ministry of education and science of Ukraine on 19.10.2010 # 961), the graduate adds the following documents to his application:

  1. the state document about the previously received educational degree that is the base for the admission, and the appendix; originals or copies;
  2. the UCEQE certificate (for the graduates with the secondary education): originals or copies;
  3. the 086-o medical certificate; originals or copies;
  4. Six colored photos 3x4 cm.

But each university is free to decide whether it is possible to make one application for three possible specializations or the graduate should file separate application to every specialization.
