In the city of Tiatchiv in Zakarpattia oblast (single-member district #72), citizens have found a small package with counterfoils of ballot papers right on a street.

It's clear from the counterfoils that they belonged to the polling station #210512, located at the address 114 Lenin St., the village of Nyzhnia Apsha, Tiachiv raion. These counterfoils were parts of ballot papers for voting in the nationwide multi-mandate election district.

According to information received by OPORA's observer, citizens of Tiatchev who had found the counterfoils took it to the local raion newspaper immediately.

In his comment to the OPORA, the Head of District Election Commission #72 Mykhailo Roshko that he knew from online media that the counterfoils were found. However, he has no information about this fact now, and there were no inquiries from the police. Mykhailo Roshko says that all the documents on voting results from polling station #210512 in the village of Nyzhnia Ashpa was well-prepared and there were no claims. He said would investigate the situation.

The pack of counterfoils is still in the office of raion newspaper. A newspaper employee told OPORA's representative that there were no inquiries from law enforcement bodies.

According to an unofficial story from local journalists, a pack of counterfoils could be lost during transportation of documents from the DEC to archives. According to them, students of a local Vocational-Technical School helped with transportation and, one of them could take a pack with  counterfoils, and then threw away.

However, such version is doubtful, as long as the PEC documentation should be packed and sealed. Besides that, they should be kept packed and sealed in the DEC. Nobody had the right to open packages with documents during the transportation.

According to the Article 85(3) of the Law of Ukraine on Elections of People's Deputies of Ukraine, the counterfoil shall contain the number under which a voter was entered in the voter list for the election precinct, the signature of the voter receiving the ballot paper, and the last name, initials, and signature for the precinct election commission member issuing the ballot paper.

According to the Article 85(12) of the Law of Ukraine on Elections of People's Deputies of Ukraine, immediately after the end of the meeting of the election commission, the packages with the protocols of the precinct election commission on vote counting in the nationwide district within the single-mandate district and in the single­mandate district, the ballot papers, counterfoils and items, voter lists, and also written dissenting opinions of the members of the election commission (if any), reports, applications, complaints, and decisions adopted by the election commission, shall be delivered to the district election commission.
