Civil Network OPORA is looking for motivated people to protect electoral rights of citizens. Ombudsmen and ombudswomen will be deployed to 24 oblasts of Ukraine and the city of Kyiv on the next three election campaigns, including 2019 national parliamentary and presidential elections, 2020 local elections and inter-election period.

OPORA invites the citizens of Ukraine, men and women of principle, who are easy-going, experienced in human rights and/or electoral matters, are employed as analysts, experts, advisors, lawyers, NGO experts, or in businesses, and are interested in state transformations, reforming of law-enforcement bodies and courts, fair elections, human rights, and the certainty of punishment for electoral crimes.

Individuals working in state authorities and local self-government bodies, have a representative mandate, are representatives of political parties or candidates, as well as individuals convicted for serious, grave, corruption or electoral crimes, can not apply for the position of a civic ombudsmen.

To become an electoral rights ombudsmen, fill in an electronic form before 15 July 2018, which includes a CV and a motivational essay on topic “Major electoral issues in Ukraine. How to overcome them.” The questionnaire results will be assessed by a commission, which is going to select candidates for the 2nd stage of the competition.

50 participants will be selected for the training.Once selected, the candidates will pass a specially certified program “Electoral Rights Ombudsmen School”, based on the Ukrainian Catholic University.

25 candidates with the highest testing grades will become civic ombudsmen in each of 24 Ukrainian oblasts and the city of Kyiv since January 2019.

The other certified candidates will be selected as reserves.

What ombudsmen will do in the regions? Monitor and analyze activities of the law-enforcement, the prosecution, and courts, which concern the investigation of electoral crimes. Develop and disseminate informational and analytical materials about the efficiency of investigations into electoral crimes in their regions. Communicate with law-enforcement bodes, electoral subjects, citizens, journalists and NGOs concerning the prevention of and counteraction to electoral crimes and their investigation. Consult, provide legal aid and informational support to the citizens concerning their electoral rights.
