Civil Network OPORA announces recruitment of long-term observers, oblast and regional coordinators in each oblast for civic observation of the first elections in united territorial communities.

Duties and responsibilities of long-term observers:

  • observing of the election process, ignorance or violation of election rules and procedures at all stages: voting, vote count, and determination of election results etc;
  • collecting accurate information about the course of election process and making substantive conclusions;
  • recording and reporting violations committed during the voting process or other stages of the electoral process;
  • giving a preliminary assessment of the election process based on the collected data.

Duties and responsibilities of oblast coordinators:

  • selection (together with the central office of OPORA) and training of long-term observers;
  • preparing monitoring reports;
  • representative functions in oblast (communication with mass media, international missions, political parties, electoral subjects and the public);

Duties and responsibilities of regional coordinators:

  • organization of observation in their oblasts;
  • explaining oblast LTO coordinators the forms and instructions, and gathering primary information from them;
  • initial processing of regional reports, specification of the data;
  • participation in oblast LTO and STO trainings in each region.

Requirements for long-term observers, oblast and regional coordinators:

  • above 18 years old.
  • nonpartisan and politically unbiased.
  • having experience in electoral observation;

The following individuals cannot be qualified as official observers: an official of the state executive bodies, a court, law enforcement bodies or local self-government bodies; a person engaged in alternative (non-military) service.
