Having analyzed this year's parliamentary activities of MPs, who were elected in single-member districts of Kyiv, we may state that the attendance at plenary sittings and committees is still an issue, as well as the fact that many MPs continue ignoring the voting in Parliament.

REPORT. Majoritarian MPs in Kyiv oblast: a year in the Parliament of VIII convocation

As for the MPs elected in Kyiv, MPs who have the best attendance at Parliament's sittings are the same as in previous half-year report.[1] Andrii Illienko and Vitalii Stashuk, who missed only one sitting in the Parliament. The following MPs have missed the largest number of sittings: Andrii Biletskyi was absent at 118 of 122 sittings, Yevhen Rybchynskyi – 42, and Boryslav Bereza – 38 missed sittings.

The situation with attendance at meetings of VRU committees is similar. Analyst of the Civil Network OPORA Oleksandr Neberykut has stated: “In the first year of the Verkhovna Rada of Ukraine of VIII convocation, Oleksandr Tretiakov, visited 100 % of meetings at his Committee. Dmytro Andriievskyi, missed only one meeting of the Committee; Andrii Illienko and Vitalii Stashuk, both missed three meetings”.

Law-making activeness of MPs elected in Kyiv worth a special consideration. Public Consultant at Civil Network OPORA in Kyiv Andrii Savchuk, informs: “Majoritarian MPs in Kyiv have prepared and registered in Parliament nearly 426 legislative acts this year, what is 9% of all legislative initiatives registered in the Parliament. 10% of them are already adopted.

Yurii Levchenko, Andrii Illienko, and Oleksandr Tretiakov have developed the biggest number bills and draft resolutions among Kyiv MPs – 135, 104 and 94 respectively. The following MPs were less active: Leonid Yemets (40), Viktor Chumak (39), Boryslav Bereza (26), Dmytro Andriievskyi (24), Volodymyr Ariev (24), Vitalii Stashuk (20), Yevhen Rybchynskyi (16) and Andrii Biletskyi (15). Viacheslav Konstantinovskyi (10) and Oleksandr Suprunenko (7) were not that active in law-making.

We would like to mention that OPORA conducts monitoring of majoritarian MPs in 12 oblasts (Kyiv, Dnipropetrovsk, Chernivtsi, Zakarpattia, Luhansk, Lviv, Ivano-Frankivsk, Odesa, Vinnytsia, Zhytomyr, Sumy oblasts and Kyiv city) under a pilot monitoring project implemented under USAID's Accountability, Responsibility, and Democratic Parliamentary Representation (RADA) Program.

In Kyiv, districts #217, 222, and 223 ace covered by monitoring, where Andrii Biletskyi, Dmytro Andriievskyi and Yurii Levchenko were elected in 2014 early election to the Parliament.

Talking about the abovementioned majoritarian MPs elected in Kyiv, Public Consultant of the OPORA Andrii Savchuk has emphasized: “In general, public receptions of MPs are actively working in all three districts: They receive citizens, register appeals, and respond to them. Over a year of work, MPs which were monitored by OPORA prepared over 1945 inquiries. In particular, Andrii Biletskyi – 458, Dmytro Andriievskyi – 630 and Yurii Levchenko 857.”
