Second round election of city mayors held on 15 November was the most resonant in Dnipropetrovsk, with Borys Filatov and Oleksandr Vilkul competing. Civil Network OPORA conducted the parallel vote tabulation (PVT) in this oblast center and, created an information system based on PTV results per election precincts and as well as on final results of election.
Official observers of the Civil Network OPORA covered 100% election precincts on 15 November and, therefore, the margin of error is zero. Observers were sending the data in real time, watching adherence to electoral procedures during the voting and vote count process, particularly on morning meetings and during the voting process, tabulating voter turnout, analyzing violations, and securing oversight of the vote count procedures. Thus, parallel vote tabulation data was taken directly from preliminary vote count protocols.
OPORA has developed a unique and user-friendly information system on the basis of PVT data. You can see on a special page:
- “Election outcomes” in percentage per each mayoral candidate.
- “Voting results at polling stations” – number of votes gained by every candidate at a certain polling station.
We would like to mention that the data is in red color for polling stations where significant violations occurred or if there are reasons to distrust vote count results.
- “Election Analysis” providing statistics in two charts for voter turnout and election results per each mayoral candidate. The density of dots shows “specific” polling stations (their dots are different from most of other diagrams), which require special attention to voting results (except for special polling stations).
Parallel vote tabulation is an independent observation methodology used by OPORA to provide unbiased information about accuracy of official results for the second round of mayoral elections in Dnipropetrovsk, held on 15 November.

Civil Network OPORA conducts observation of local elections in Ukraine on 25 October 2015 and the second round of mayoral elections on 15 November.
